o L15 has a guaranteed minimum cycle-length of 65536 (ARC4 is 256).
o L15 fulfills the primary requirement; the existence of an extremely complex
  relationship between the "key" and the output-sequence.
o It achieves the "Avalanche Effect" (a desirable property).
o I consider L15 likely to be a One-way function.
o I consider L15 likely to be a good MAC (Message Authentication Code) function.
